Synopsis

The book Innovation Management for Sustainable Development: Strategic Foundations arises from the need to document and systematize a field in constant evolution, in which innovation has become firmly established as a key driver for addressing the global challenges of the twenty-first century. The title is not incidental: referring to “foundations” implies the construction of a solid knowledge base that enables an understanding of the conceptual, methodological, and practical roots of innovation management, directly linking them to the principles of sustainable development.

This work is conceived as an academic text and professional reference, designed to support university teaching, postgraduate education, applied research, and practical management within organizations. It should be clarified that it does not constitute an empirical research study in the strict sense; rather, its purpose is to offer an integrative framework that articulates theoretical foundations, professional competencies, and international case studies, with the aim of guiding practice and laying the groundwork for more advanced research.

In a world marked by climate crisis, energy transition, accelerated digitalization, and growing social inequality, innovation can no longer be understood solely as a resource for business competitiveness, but rather as a comprehensive process aimed at generating economic, social, and environmental value. Documenting this process from both an academic and applied perspective is crucial for developing critical capacities, consolidating frameworks for action, and providing tools to guide those working in public, private, and community-based contexts. The book is addressed to researchers, professionals, policymakers, and students interested in understanding and applying innovation as a driver of economic, social, and environmental transformation.

The proposal is twofold: on the one hand, to establish the theoretical and conceptual bases that enable readers to appropriate the subject; and on the other, to offer examples and practical guidance that inspire the application of innovation in real-world contexts. It seeks to recognize innovation management as a strategic field that goes beyond the mere management of projects, understanding it instead as a system of decisions, learning processes, and adaptations which, guided by the sustainable development approach, aspires to transform productive and social structures for the benefit of present and future generations.

Objective of the book: to analyze, systematize, and apply the strategic foundations of innovation management linked to sustainable development, in order to provide a useful guide for academia, research, and professional practice.

In sum, this work constitutes not only an academic frame of reference, but also an invitation to action, seeking to instill in the reader the conviction that innovation, when managed with vision and responsibility, is key to building a more just, equitable, and sustainable future.

César Omar Mora-Pérez, Universidad de Guadalajara, Guadalajara, Jalisco, México

Significant milestones mark his academic journey. He holds a Ph.D. in Fiscal Studies, specializing in Public Finance (2020). He also earned a Master’s degree in Administration (2005), a Bachelor’s degree in Administration (2002), and most recently, a Master’s degree in Information Technologies (2024), all from the University of Guadalajara.
His professional journey is anchored in public service. He has a solid background as a public servant for the Government of the State of Jalisco, where he served for over a decade in the now-defunct Secretariat of Finance (1999–2013), working in key areas such as Fiscal Planning, Communication, and support to the General Coordination of Transparency.
His leadership roles in the educational field span over twelve years at the University of Guadalajara, specifically at the University Center for Economic and Administrative Sciences (CUCEA). He served as Coordinator of the Bachelor's Degree in Administration (2013–2017), Administrative Secretary (2017–2019), and Head of the Department of Administration (2019–2025), showcasing his strong leadership and management skills.
He has been professor at the University of Guadalajara since 2006 and a full-time professor at CUCEA since 2014, teaching primarily in administration, finance, and communication. He is a member of the National System of Researchers (2022–2025) and has authored several academic articles on public administration, transparency, innovation, and public finance.
He served as Alternate Citizen Commissioner of the Institute for Transparency, Public Information and Data Protection of the State of Jalisco (ITEI) and a full Citizen Counselor of the Transparency Council of Zapopan. He has also contributed as a guest collaborator on Canal 44.
Academically, he teaches courses in Administration, Public Relations and Communication and in the Master’s programs in Fiscal Studies, Finance, and the Specialization in Government Innovation in Results-Based Management.
He has made significant contributions in the social sector. He has served as Director of ARCE Consultores en Informática S.C. and President of the Mexican Association for the Right to Information (AMEDI), Jalisco Chapter (2022–2023). He is currently the founding partner of Punto Territorial (2024) and President of the College of Administrators of the State of Jalisco (CONLA Jalisco) for the 2021–2025 term. He is also an active member of the citizen collectives focused on transparency and accountability, such as CIMTRA, demonstrating his unwavering commitment to public service.
